In a military context, the term materiel refers either to the specific needs (excluding manpower) of a force to complete a specific mission, or the general sense of the needs (excluding manpower) of a functioning army.[a]
An important category of materiel is commonly referred to as ordnance, especially concerning mounted guns (artillery) and the shells it consumes. Along with fuel, and munitions in general, the steady supply of ordnance is an ongoing logistic challenge in active combat zones.

Materiel management consists of continuing actions relating to planning, organizing, directing, coordinating, controlling, and evaluating the application of resources to ensure the effective and economical support of military forces. It includes provisioning, cataloging, requirements determination, acquisition, distribution, maintenance, and disposal. The terms "materiel management", "materiel control", "inventory control", "inventory management", and "supply management" are synonymous.[7][8]
Military materiel is often shipped to and used in severe climates without controlled warehouses or fixed material handling equipment. Packaging and labeling often need to meet stringent technical specifications to help ensure proper delivery and final use.[6] Some military procurement allows for commercial packaging rather than the more stringent military grades.[9]
A Materiel Development Decision (MDD) is a point in time where the Joint Capabilities Integration and Development System (JCIDS) analysis has identified a capability gap/need and an MDD Review has determined a materiel solution is needed. The MDD is the formal point that initiates the Materiel Solutions Analysis (MSA) Phase.
After a program has an approved MDD, the Analysis of Alternatives (AoA) process is expected to contribute to the selection of a preferred materiel solution that satisfies the capability gap/need documented in the approved Initial Capabilities Document (ICD). For the current WRM III award, we primarily provide storage, maintenance, outload, reconstitution, exercise, and contingency logistics support for eight OCONUS locations across the Middle East. We also maintain, repair, and perform minor construction for Government facilities and property that is pre-positioned at one of the eight locations. Pre-positioned tasks include maintaining, repairing, storing, and shipping items such as base expeditionary sets, vehicles, fuel-related equipment, generators, medical materiels, munitions, and aerospace ground equipment.

Post-shipment on-site inspections enable a state to perform checks on exported military materiel after they have been delivered. This SIPRI Policy Brief is intended to inform the various national processes currently underway that are connected to the adoption and implementation of on-site inspections as well as ongoing discussions within the Arms Trade Treaty about their role in helping to prevent diversion of military materiel.
The brief examines the concerns raised and challenges encountered by states in connection with adopting, requiring, and conducting on-site inspections and provides examples of practices that have been used in response.
